try using a different mirror, I bet thats the problem.

You can search the site and see if their is a UK server, or just use the US one.

Instead of

http://fm.archive.ubuntu.com/ubuntu

you could use

http://www.mirrorservice.org/sites/archive.ubuntu.com/ubuntu

or something. :P

Your screenie doesnt show any package lists being fetched from the mirror.
