Footage of four women goading toddlers to fight has "stunned" police and social services in Devon.

The seven-minute footage, filmed at a house by one woman, was shown in a case at Plymouth Magistrates Court.

In the clip, a boy wearing a nappy was called a "wimp" for not hitting a girl back after she struck him in the face.

Four women admitted child cruelty charges and were released on bail on Wednesday. Det Sgt Andy Kings said the police had been "shocked" by the case.

"This was a multi-agency operation with the police and social services working together and every professional that has seen this has been shocked and stunned," he said.

"Locally this is something that is new to us, but we are aware that similar incidents have occurred elsewhere in the country and it is something people need to be aware of."

The film was found by social services.

The boy, aged two, is seen crying after being punched in the face by the three-year-old girl and is told by one of the four women in the room "not to be a wimp or a faggot" and to hit her back.

The four women, all from the same family, are heard laughing as the toddlers are urged to keep on fighting.

Taunted

When the boy tries to get away and climb into an armchair, the women shout at the girl to punch him again.

She does and the boy is urged to fight back, but says: "No, I dont want to."

The girl leaves the room, and when she comes back the two are taunted and told to fight again.

The court heard that when interviewed by police, one of the women said: "I didnt see any harm in toughening them up. I done the same with my own children."

One of the women pleaded guilty to causing or procuring the children to be ill treated in a manner likely to cause unnecessary suffering of injury.

The other three pleaded guilty to jointly inciting the ill treatment of children.

Sentencing was adjourned until 16 March for reports.

The children are in the care of Plymouth City Councils Social Services.

social services finally get something right...

Because lets all forget about the thousands upon thousands of people that they help every year with the resources they have.

You make it sound like all the do is **** up and dont help anyone, and thats just unfounded ignorance.

Infact, the thread title makes me a little angry tbh.

lol wed never have guessed! To be fair I do agree with you they do a lot of good. But public services will always be judged on their publicised failures rather than the untold success stories - thats just a sad fact of our society really.

Im against it, unless theres parimutuel wagering.

$10 on the one with the fullest nappy.

Reminds me of when I was a kid and the really evil punks used to make us fight each other with lengths of 2x4. We quickly figured out to cooperate and use the lumber against our captors.

That said, those poor kids will grow up to be some unfortunate adults.

And you work for?...

Yeah its OTT but then again the average media report is them putting both feet in their mouths and usually its because some kid has died or been assaulted multiple times. You very rarely, if ever, hear them doing something good. Thats just an issue with the press/news services.

If you suggest a better title I will edit it.

Obviously some people have a problem with humour on here.

Deriving humor from a topic that you only about through media coverage, which by your own volition is poorly represented is ignorant.

How about this for a title.

Four women accused of mistreating children.

Look at how unbiased that is.

And as for the "And you work for.." comment.

I used to work for the NHS actually, who work very closely with Social Services and in my job i did do. And i can say that they do some very good work and they deserve your support and not your snidey flippent comments.

I used to work for the NHS too, my sister-in-law did, my nephew still does and so does my brother and, quite by chance, they still kick people out wearing pyjamas from hospital and send them home on the bus.

You cant go by the best of a system if the bottom line is still terrible.

No system is perfect and im not claiming that is it. But to only look at the poor perform is to misrepresent a system that helps more than it dosnt.

And the ONLY reason the NHS has such a poor bottom line is becuase they are underfunded. They cant do the tasks they have been asked to do to their full extent if they dont have teh backing to do it.

Hospitals would be in a MUCH MUCH better condition if they were able to pay off the debts forced upon them by the government due to lack of funding.

They are expected to do (for example, im using arbitary numbers here) a £10,000 job with only £3000.

Its logical that without the proper funding they wont be able to do that.

Now times that by the hundreds of Hospitals/Care Homes/Clinics all over teh country, and maybe now you can start to see where the problem really lies.

If it were a simple case of cutting back on one area to bolster the others it would have been done along time ago, however with the very nature of a free healthcare system this just isnt possible. You cant stop treating babies to have more money for a burns unit. Just as you cant not to cancer treatments so you have more money for a Paediatrics wing.

People expect to be able to walk into a hospital and get treated for anything that ailes them, which they should be able to. But without adequate funding and backing from local councils and the national government this just isnt possible.

The government often makes claims like "Ten million was added to the NHS last year" and sure, its a start but thats like pouring 1 cup of water into a dry well and expecting it to be able to quench the thrists of a whole town.

Its not the fault of the service that these thigns happen, Ultimatley its the responasbility of the government to ensure that they can do their job to the full extent.
