Easy way to get around it is to use a normal film camera, though they had better make sure the technology cant damage the camera or some people might be suing them for damages...
Dont see how it will work honestly, as its just bright white light. Most cameras will meter for it, granted it could be brighter than a camera could meter for but then people will start just taking ND filters to concerts and so on.
It will more than likely mainly target the point and shoot flash photography idiots at concerts, such cameras are limited in use.
