i think the american system is more fair.

as a new driver you start off on a resonable price, £700 for example. (still alot but more resonable than here, my first price for a 1.3 metro was £1200)
Then if they dont have an accident the price stays resonable and decreases slowly as experience is gained etc.
but if the driver is bad then the price can go up to reflect that.

that sounds exactly like our system except the starting price is okish
