Ignore them, theyll always say a bike is written off.  My guess is you could fix it up with bits and bobs for a quarter of what theyre telling you it will cost.

Dont ever, ever, ever go to halfords for bikes.  Theyll sell you sh*t and then a year later when it breaks try and sell you a new one.

Chain: KMC Z 7/8 speed: $10
Reach Mech: Alivio: $20
Bottom Bracket: Shimano UN53: $20

$50 in parts(25GBP). Have a mate throw it on. An hour, tops. Youll need a crank puller, a bottom bracket tool, a chain tool, and some allen wrenches. Even if you bought all the tools, itd still be less than 50GBP.
