the reason they'll cost so much is they'll only be a couple of places authorised to make them, if you HAVE to have one installed, they they ca charge whatever they hell they like, so they will

IIRC France's speed limit is higher than ours and Germany has unrestricted motorways... can't see how this is a good idea

the overtaking thing is a fair example too - plenty of narrow country roads with only occasional safe areas to overtake... suppose the caravan in front is doing slightly less than the speed limit on straights where you can overtake and is slowing right down, backing up traffic on bends... if you want to overtake the caravan + car you'll probably want to floor it a bit on the straights where you can safely overtake not to mention a few of the other cars in the queue behind would want to too.... you don't want to be doing the exact speed limit and just creep past the thing....

People that think it is their 'right' to occupy overtaking lanes and therefore hold up all other traffic because they think they are doing the speed limit should receive Chinese water torture (and 3 points).
