Is this possible?
Is there any way in Windows that I can take several directories, lets call them
c:\docs1
c:\docs2
c:\docs3
and have them all listed so that the contents of the above 3 directories all list under the one folder
d:\alldocsshare
as an example.. Without using shortcuts

Without any other third-party software No. Not afaik. A folder of shortcuts would be the only way.
Why do you want to do this? So we can possibly suggest alternatives.
because I move files all over the place over several HDDs. Would be easier for me to point everything to one big place
I did have a look into it for you but couldnt find anything useful, every search I did came up with stuff relating to IIS, which isnt what you want. Have you looked for any software yourself yet to achieve it?
SyncToy (http://www.microsoft.com/windowsxp/using/digitalphotography/prophoto/synctoy.mspx) Might be of use.

Set your HDs to Dynamic and create an extended partition over the HDs?
Granted you run the redundacny risk of 1 partition, but it would give you 1 "big place".
There are very few options without third party software...
3rd party software is fine.
I dont want to Sync - If I did, Id just run a raid setup & I dont want to run a raid.
The Idea is I can add & pull disks at anytime & everything would show in 1 directory.
I believe it can be done in Linux :-(
Basically, I got Movies spread over 4 HDDs atm.
I want to catalog them all & launch them all from within a piece of software...
Or just Generate an HTML list of the files that I can just click on to Autoplay.
