What is the best driving game out? Or is there a new one coming out soon?

Need For Speed: Shift - at least until Gran Turismo 5 (finally) comes out this year.

Motorstorm: Pacific Rift is supposed to be good too, but then I dont really play racing games beyond demos.

Gran Turismo is the next DNF.

Motorstorm is a good laugh, if a little arcady.

Bought NFS Shift, so will await for that to get delivered!
