just wondering who does the text - ie the written part that explains what you do, your services, etc.
is that down the developer, or the person who the website is for - or there another option like a freelance writer, etc.
The client should always be expected to write or provide content, unless they want to pay more. What good is asking your designer to do it when he doesnt necessarily know the business or target of the site? The customer has to at least provide the material even if not be expected to upload it (i.e not using a CMS).
You are right in that you can of course pay freelance/copywriters to do this for you.
No one. I played with this last year and failed but imo the perfect website is automonous - it builds itself around your framework.

customer has to provide copy but frequently its a good idea to get a comms type in to rewrite it in english. Thats what I do.

If youre going down that road try to find someone that will consider SEO with the content.

Yeah thats what I mean, see if you can find a writer that will write good SEO driven content (content is king), not just reams of wordy text that will do nothing to improve your rank in search results.
Youll probably have to supply a set of keywords for each page/section and theyll write up page content that gives a good density of the keywords throughout.

Sometimes if your client is a bit crap about the web you may enter the initial content for them but they still write it.
A good company will help guide a client in terms of keywords, what to say and so on based on knowledge of SEO and user experiences. (What to say to have impact and make the person read what you got)
You can also help them with layout as you do not format even long text like you would for print, it would never be read if you did.
Eagle also has the other option - A Copywriter and we have some we recommend to our clients if need be, good ones will do SEO, Keywords and so on but they are not cheap!

20 pieces of SEO content is cheap as chips, assuming the minimum word count for a piece is about 300 words.
