Its on the marketplace under demos. If all hes seeing is arcade games, then he must have gone into the arcade section of the marketplace.

Easiest way to find it is choose Xbox Live Marketplace from the dashboard, then Games, then Newly Released Downloads, then scroll down to Crackdown

You need to be looking in the marketplace, not Live Arcade.
