Actually the ones in your house can be called bulbs. Fixtures dont always take bulbs, especially in the case of intelligent fixtures, which often use discharge lamps that definately arent bulbs.
The easiest way to tell is "does it look sort of round like a bulb", which is almost always right (except in the case of things like raychelle lamps that sort of look like bulbs but arent). You could probably get away with calling big glass buggers like CP-60s bulbs. But only just.

Modern low energy light bulbs are really tubes in disguise, many of them have a roundish bulb shaped cover.
