Im writing a new Android app and Im looking for someone who is a whiz with photoshop to help out. Specifically you need to be able to take a photograph and "photoshop" it.

I can put Paedo Bears head on people? Depends on what you mean by "photoshop"

So while I can code up the app Im not good enough to create an altered image from the original.

So you want to just send someone a load of images and make a duplicate with differences outline by yourself?
Not hard.
Depending on the amount of work to do a good job will take a little while, not an insane amount of time but not a quick job either.

I want the artist to decide what differences to put in. Im not a graphics designer.

How many per picture, random amount or set amount? And to what degree.

On that picture I could put a boat in the background, remove her belly button, change the colour of her bikini, change the colour of her lips, change her eyes, remove her bikini even.

Yep stuff like that. Always some easy ones, some hard ones.
