Seems so, the bill is aimed at allowing the Saudis to be sued over the attacks. Apparently  President Barack Obama doesn't support the bill and has said he would refuse to sign it.

I wonder what other countries could use the bill for? Sue the US for damages? Considering the number they have killed during bombing I'm sure they could have to pay a lot of money in compensation themselves.

Then 15 of the 19 terrorists were Saudis. Many high ranking Saudis, including members of the royal family are extremist Muslims.
