for myself for my birthday next month. What do people think? I want to improve my landscape photos and make the clouds / sky more dramatic bascially.

Tiffen arent too bad.
circler polarisers are handy to improve contrast but it its for landscapes you might be better with a lee/cokin/kood style graduated neutral density filters (ND grad) as you can tone the brightness if the sky down with out darkening the ground, they also do circler polarisers for both lee and cokin and as there larger they will work with almost any lens via a cheap is adapter ring.

Ive been looking on sites and Ive found one site that said the size I need is 52mm but then again its got 46 or 48mm on the front of my S5800 camera.
Do I go from whats on the front of the camera?
go with whats on the front of the lens, the number is the thread diameter which screws onto the front of the lens.
