Flickr looks good, but I want to host it on my own site.
Its going to be specifically for taking photos of people doing a certain thing (no not rude things), and I want the whole world to add to it 
Thats why Im recommending Flickr, as its much more likely that folks will find your group through searches. For example, Im a member of the "
Pork" group, a collection of swine photography.
If you want to host it yourself, then any basic forum software that allows attachments would be fine.
