That rates still much lower than the rate were being charged on mortgages in order to repay it. 
Id hope so too tbh.. else Id be worried about how they expect to pay it back.
Point is that it is still a penalty rate - theyd have been able to borrow for a lot less if it wasnt for the credit crisis. They have built up their business not so much by taking deposits but by borrowing from the money markets.
