Because of the forces on the driven side stay.  Dropping the joint to the seat tube lower down means there should be less force in the chainstay, guess it makes it tougher overall and less flexy.  In all honesty I dont think it would make much difference but its quirky :)

BTW, I hate that bar tape the guy did. Whoever (think it was Grant Peterson, actually) repopularized shellaced cotton bar tap needs a whipping. Its uncomfortable AND ugly. Imagine that. Cinelli cork, FTW. :thumbup:
