Everyone was forced to rent their car rather than buying it? Rental would automatically include maintainance, insurance and road taxes, but not fuel costs?
OK I know there are going to be problems but is the basic idea an option?

Its an incredibly dumb idea. However, many cities over here have automotive cooperatives. (http://www.cooperativeauto.net/) Cities can make joining one even more economically viable by adding incentives.
terrible idea outside large cities, As Max pointed out there are some places with this type of thing. However if you used a car every day it would work out far too expensive.
My main problem with that, is that you would not own the car and under terms and conditions be able to reclaim without a reason. Similar to car finance conditions. That would hurt those that depend on their car.
Not to mention it would most likely be more expensive in the long run in most cases.
Yeah Id much rather just pay cash for a car.
hmm so i pay and pay some more but at the end of the day i dont actually own it... no thanks!!
