Im looking for a way to assign priority to programs using my net connection. E.g if Im downloading a torrent, whilst streaming some music, I want Winamp to have priority and not have to stop and buffer every so often.
My Comp -> Router -> Phone line.

Check your router. Its called QoS :) aka Quality of Service :) Most decent routers should have functions for that, or have firmwares that you can flash that will give you that.
