I just checked my exchange (Maida Vale) all comes up as red. Not that Ive noticed any major speed drops...

only time youll notice it is when everyone else is on the net downloading as well  

bit like the M25, its only busy when everyones using it

Top one is the one that counts.

Many have fix dates that are in the past too. The site isnt updated very often either making it practically worthless.

Guessing youve got the same as me (ADSL2+, which maxes out at 24) - youll never get 24. Youd need to be above/next to the exchange for that If your not too far and the lines good upto 20, most people get 14-17Mbit.

Which is still pretty good over copper.... just need fibre now

I get quite bit more in upload but you have a little more down, I think the earlier test took another route 250 miles,  this last one below went 200 miles.
