Im sure you could do that using any javascript browser and a javascript "loader" page that hides the offending toolbars and ajaxes the target page into view.

I take it back, its a bit more tricky than I though ;)
I cannot pass a URL to a local HTML file from a shortcut, otherwise Id have been away with my own* version ;)

The idea what you could create a windows shortcut to page.html?target=www.whatever.com
and when the browser launched it would "kiosk" mode that window. But it doesnt work, so whatever :p
