Nope. (http://en.wikipedia.org/wiki/Svg#Native_support)
Only Firefox, Konqueror, and Opera. :)

It can if you download and install the Adobe SVG Viewer (http://www.adobe.com/svg/).

erg. SVG is simple and fantastic. It should be supported by all browsers as part of a web page. Its not going to replace Flash, but for a lot of things that Flash does now, SVG would be a better choice.
