Anyone know of a freeware prog (or method) of refreshing a web browser automatically.  Similar to RefreshBar (http://www.refreshbar.com/) but not them because their customer service and backup is diabolical.

Use firefox. It has a million and 1 different plugins. Definately a refresh page one. And its free  :D

IE7 aint out yet so your limited on apps there

Sounds like its for web design purposes ;)

I didnt think IE7 was out yet either actually.
