it was like that when I was there :o
at one point, we were driving over a bridge made for one car (bridge was built by the British back in the day according to the taxi driver... and it looked like it hadn't been worked on since)
there were cars, buses, motorbikes, people, elephants and cows going on both directions... was pretty crazy :o
