Make sure there is no danger for the kids depending on whats in the tin.
If the paint is harmless take the kids outside and pour the
remaining paint over them and tell them that is how the TV feels right now ;)
Tell the kids its lead based paint regardless, kids imaginations are a far better weapon than physical punishment.
Something along the line of "You know you used to have a brother until he played with a can of paint...hes not here any more"

That tin doesnt even look new and geting a new tin of paint opened with a screw driver and luck is difficult at the best of times never mind an old tin with dryed paint stuck to it!
