Double check the regional settings:

Standards & Formats: English UK
Location: UK
Details: English UK (delete US)
Advanced: English UK

Normally you have to select it when you reinstall so you can bet thats the issue..

Start/settings/control panel/Regional and language settings/Languages/details

Change the default input language to English UK and add English (United Kingdom) keyboard in installed services.

Removing the US option isnt a good idea IIRC as it needs it for something.

/Serious remembers the hundreds of times he has had to do this before...

Oh god why did I become a computer trainer?

Also make sure all other keyboard layouts are removed. The normal problem is that people add the UK layout but dont remove the US one.

MS Office then likes to switch it back to the US layout
