Im looking for a way to assign priority to programs using my net connection. E.g if Im downloading a torrent, whilst streaming some music, I want Winamp to have priority and not have to stop and buffer every so often.

My Comp -> Router -> Phone line.

Check your router. Its called QoS aka Quality of Service Most decent routers should have functions for that, or have firmwares that you can flash that will give you that.
